The foundation of any ideal society lies in the ethical and moral conduct of its individuals. In the context of an Islamic state, Husn-e-Akhlaq (good morals) plays a central role not only in the personal development of individuals but also in the collective progress and governance of the state. This research aims to explore and critically analyze the importance of moral values in the construction of an Islamic state based on the teachings of the Quran and Sunnah. The study examines how honesty, justice, patience, tolerance, compassion, and truthfulness are not only personal virtues but essential pillars for creating a peaceful, just, and prosperous Islamic society.The research draws upon historical evidence from the life of Prophet Muhammad (PBUH), the establishment of the state of Madinah, and the era of the Rightly Guided Caliphs, showcasing how moral values were central to governance, legislation, and public welfare.
It also evaluates the decline of Islamic states in history and links it to the erosion of moral values and ethical principles among rulers and citizens alike.The findings of the study reveal that no legal or administrative system can ensure justice and social peace without being rooted in strong moral principles. Therefore, the development and sustainability of an Islamic state require that its citizens and leaders embody the highest standards of moral excellence. The paper concludes with recommendations for promoting ethical awareness through education, religious training, and social reform to ensure the moral foundation of Islamic governance.
